US trade deficit falls to $38.8 billion in March

(AP) ? The U.S. trade deficit narrowed in March for a second month as the daily flow of imported crude oil dropped to the lowest level in 17 years. The deficit with China hit a three-year low.

The overall trade deficit decreased to $38.8 billion, an 11 percent drop from February's $43.6 billion, the Commerce Department reported Thursday.

Exports fell 0.9 percent to $184.3 billion as sales of machinery, autos and farm products all declined. Imports fell 2.8 percent to $223.1 billion, led by a 4.4 percent drop in foreign petroleum. Crude oil imports averaged just 7 million barrels per day, the lowest since March 1996.

A smaller trade gap can boost overall economic growth as American companies earn more from overseas sales while U.S. consumers and businesses spend less on foreign products.

For the first three months of this year, the trade deficit is running at an annual rate of $507.7 billion, 5.9 percent below last year's deficit of $539.5 billion. Economists are looking for the deficit to narrow slightly this year, in part because they expect continued gains in U.S. exports.

Analysts said the lower-than-expected deficit in March will likely give a slight boost to overall economic growth for the January-March quarter. The government's first estimate put economic growth at 2.5 percent in the first quarter but some analysts said that could be revised up to perhaps 2.7 percent because of the lower trade deficit in March.

The politically sensitive deficit with China shrank 23.6 percent in March to $17.9 billion, still far above the imbalance with any other country.

Paul Ashworth, chief U.S. economist at Capital Economics, said there was a good chance the big drop in the deficit with China would be reversed in April because much of the improvement reflected the disruption of shipments of Chinese goods to the United States over the Lunar New Year holiday in China.

The deficit with the European Union grew 13 percent in March to $9.9 billion even though U.S. exports to the region rose 14.4 percent. But for the year, U.S. exports to Europe are down 8 percent compared to the same period in 2012, reflecting the impact of a recession in the 17 European Union countries that use the euro.

The European Central Bank announced Thursday that it was cutting its benchmark interest rate to a new record low in an effort to stimulate growth in the 17 European countries that use the euro currency.

The Institute for Supply Management reported Wednesday that its index of U.S. manufacturing activity expanded at a slower pace in April, held back by weaker hiring and less company stockpiling. That raised worries that overall economic growth may slow this spring.

The manufacturing index slipped to 50.7 in April. That's down from 51.3 in March and the slowest pace this year. A reading above 50 indicates expansion. A measure of export orders in the ISM survey grew at a slower pace in April.

Exports of industrial machinery, telecommunications equipment, computers, autos and farm products such as soybeans were all down in March although sales of civilian aircraft were up.

Imports of foreign-made autos dropped by $771 million in March and imports of toys and games were down $1 billion.

The U.S. economy is being hurt this year by tax hikes and spending reductions designed to curb huge federal budget deficits.

The Federal Reserve at its meeting Wednesday stood by its aggressive efforts to stimulate the economy and reduce unemployment and held out the possibility that it is prepared to do more if growth doesn't rebound from the current soft patch which the central bank blamed in part on the government's tax increases and spending cuts to curb the deficit.

Many economists believe if the government's across the board spending cuts, known as a sequester, are not lifted, growth in the current April-June quarter and the rest of this year will come at a lackluster 2 percent or less.

Why the alleged Boston bombers' mom probably won't be extradited (+video)

Zubeidat Tsarnaeva may stay out of American custody because the US and Russia do not have a bilateral extradition treaty, despite efforts by Moscow to negotiate one.

The mother of the two Boston bombing suspects, Zubeidat Tsarnaeva, has become a focus of interest after it emerged that her name had been added to a key terrorist watchlist in 2011 and fresh materials, including wiretaps, handed over to the US by the Russians showed her "vaguely discussing" jihad with her elder son two years ago.?

Ms. Tsarnaeva, a naturalized US citizen who moved back to Russia a few years ago, has best been known until now as the most passionate defender of her two sons, Tamerlan and Dzhokhar, up to the point of insisting that they were "framed" because they were Muslims. Now investigators may want to look into what role she may have played, if any, in the radicalization process that may have led her two sons to carry out the Boston Marathon bombing almost two weeks ago.

Tsarnaeva was reportedly added to the Terrorist Identities Datamart Environment (TIDE)?database in 2011 at the request of US intelligence agencies. That list, which held about 750,000 names at the time, is used to compile the consolidated Terrorist Watchlist?used as the main reference tool by airlines and law enforcement agencies. It is believed her name, and that of her son Tamerlan, were appended to the list after the Russian FSB security service appealed for more information about the pair to the FBI and the CIA and warned of their growing radicalization.?

In recent days the Russians have also turned over wiretaps of conversations between Tsarnaeva, who was by that time back living in her native Dagestan, and her son Tamerlan in Boston. In one they reportedly discuss "jihad" in a general way. In another, Tsarnaeva is recorded talking with someone who is under FBI investigation in an unrelated case.

In his annual town hall meeting with the Russian public last Thursday, President Vladimir Putin called for stepped up security cooperation?between the US and Russia in the wake of the Boston tragedy. He downplayed any links between Russia and the Boston bombers, and added "to our great regret" Russian security forces lacked any "operative information" that they might have shared with US law enforcement in the run up to the attack.

Tsarnaeva is an ethnic Avar, one of the largest groups in Russia's multi-national, but solidly Muslim, mountain republic of Dagestan?which abuts the Caspian Sea. Dagestan has been wracked for over a decade by a growing Islamist insurgency that has made parts of the republic a no-go zone even for law enforcement.

Tough auto market dents BMW earns, sales in Q1

(AP) ? Tough auto markets worldwide ? including a deep slump in Europe ? and investment in new technology dented first-quarter earnings at German automaker BMW AG.

BMW's net profit fell 3 percent to 1.312 billion euros ($1.73 billion) as revenues declined 4.1 percent to 17.55 billion euros.

The earnings figures follow a quarter in which the European car market shrank 9.8 percent as many countries have sunk back into recession as they try and get a handle on their debts.

Still, the company's drop in profit for the quarter was smaller than at German competitors Daimler AG and Volkswagen AG.

"Despite the current weakness of car markets in Europe, the BMW Group has made a good start to the new financial year 2013," CEO Norbert Reithofer said in a statement. "Despite high expenditure on new technologies and challenging market conditions worldwide, we managed to keep revenues and earnings at high levels."

The maker of the 1-series compact and the X5 sport utility noted that its overall auto profit margin of 9.9 percent, a key earnings figure, was near the top end of its 8-10 percent goal. Profit margin is what's left over from the price after the expenses of making and selling the car. The group net profit figure also beat the estimate for 1.102 billion euros among analysts surveyed by financial information provider FactSet.

Munich-based BMW said earnings would continue to be affected by higher expenses for investment in new technology and production facilities. Renewing the model line with fresh designs and the latest technology is considered key to automaker profitability down the road. BMW's luxury brand identity also depends in part on deploying the latest technologies such as the lightweight carbon-fiber materials used in its i3 electric compact.

And the drop in profit was not as big as at Volkswagen, where earnings fell 38 percent in the quarter, or at Daimler, where they were off 60 percent. U.S. based Ford Motor Co.'s European operation lost $462 million in the same quarter.

BMW gave a cautious outlook Thursday, staying with its forecast for earnings "on a similar scale" to last year's despite an increase in unit sales.

"We do not expect to receive a great deal of impetus from most European markets over the next few months and economic conditions in these areas are likely to remain challenging," Reithofer said.

Numbers of vehicles sold improved in all regions, up 3.1 percent in Europe, 5 percent in the Americas, and 9.5 percent in Asia. Europe's problems were evident in drops of 5.1 percent in Italy and 7.4 percent in France.

Identification of gene variants affecting fertility offers new treatment possibility

Apr. 29, 2013 ? Identification of genetic variations in the genes coding for the hormone FSH may provide new treatments for male and female infertility, according to work presented at the European Congress of Endocrinology in Copenhagen. A group of researchers at the University of Muenster has characterised gene variations which may improve treatment for almost half of infertile men, as well as allowing tailored treatment for women undergoing assisted reproduction.

Properly functioning FSH (Follicle Stimulating Hormone) is needed to ensure fertility. FSH is produced by the pituitary gland (at the base of the brain) in both men and women. It is essential for normal functioning of the reproductive system. In adult males, FSH is crucial to maintain normal sperm production. In adult women, FSH regulates egg maturation and oestrogen synthesis by the ovaries.

Pituitary-produced FSH binds to specific receptors which are found on the surface of cells in the ovary, testes, and uterus. For the hormone to have its effect, both the hormone and the receptor must function properly. Recently, the group of researchers at the University of Muenster (Germany) has analysed genetic variants in both the FSH gene and in the FSH receptor, which affect fertility in both males and females.

The group found that a distinct single nucleotide change in the DNA structure of FSHB gene (the FSH molecule has 2 subunits -- FSHB is the B subunit) caused significant effects in the functioning of the hormone in both men and women. A single change in the DNA of the FSH receptor (FSHR) also caused changes in fertility. They have also found that if a man has both the FSHB and FSH unfavourable genetic variation, then his fertility levels can drop dramatically.

Professor Joerg Gromoll's group looked at hormone levels in 1213 males and 365 women who had been attending the Muenster fertility clinic, and associated these with the genetic variations in the FSH hormone and receptor. They found that males with the FSHB variation had significant drops in FSH levels and in testicular volume. If a man had both polymorphisms in FSHB and FSHR (gene variations) then this effect was even more pronounced and a drop of 34% in sperm count could be detected..

In contrast, they found that FSH levels in women with the polymorphisms were increased, while progesterone levels were lowered. However, the number of women with the combined variation so far studied was not high enough to draw significant conclusions.

Professor Gromoll, of the Centre of Reproductive Medicine and Andrology, University of Muenster, presented the complete results to the European Congress of Endocrinology in Copenhagen. He said:

"These genetic variations turned out to have significant effects on male and female reproductive endocrinology, and hence on male and female fertility. Where a man has the variants in both the hormone and its receptor, the drop in fertility is very significant. We estimate that around 45% of infertile men would respond to FSH therapy, and this work may enable us to identify exactly who will benefit, and to what extent. In the same way, knowing which women carry the variants may enable them to receive tailored ovarian stimulation in the future.

"We are now working to identify infertile patients suitable for FSH treatment to induce fertility."

Note: The changes were single nucleotide polymorphisms. The FSHB gene at position 211 normally has a G nucleotide -- in this variation this was changed to a T: so the designation for this variation is FSHB-211 G>T. With the gene for the receptor, the change was from A to G at position 2039, designated FSHR 2039A>G.
