The development of children with Autism Spectrum Disorder (ASD) is much like that of children without ASD at 6 months of age, but differs afterwards. That's the main finding of the largest prospective, longitudinal study to date comparing children with early and later diagnosis of ASD with children without ASD. The study appears in the journal Child Development and has implications for clinical work, public health, and policy.

The study was conducted by researchers at the Kennedy Krieger Institute, the Johns Hopkins University School of Medicine, the Johns Hopkins Bloomberg School of Public Health, and the Aging Brain Center at the Institute for Aging Research and Hebrew SeniorLife at Harvard Medical School.

The study sought to learn more about the patterns of development during the first three years of life in children with and without ASD to better understand how ASD can be detected as early as possible. It is the first prospective study to examine early-onset ASD (by 14 months) and later-onset ASD (after 14 months) over the first three years, pinpointing where development looks the same and where it diverges.

ASD comprises a group of disorders of brain development that affects about 1 in 88 American children.

Researchers looked at 235 primarily White children with and without an older sibling with autism, testing them at regular intervals from ages 6 to 36 months. Using standardized and play-based assessments, they tested children's fine motor skills, understanding of spoken language, and spoken language production skills. They also measured how often the children shared their emotions and initiated communication with others.

The study looked at early development across three groups: children without ASD, children with ASD who were identified by 14 months, and children with ASD identified after 14 months. At 6 months, development within the early- and later-identified ASD groups was comparable to each other and to the non-ASD group. At 14 and 18 months, the early-identified ASD group performed below the later-identified ASD group in many aspects of development. By 24 to 36 months, the two groups showed similar levels of development.

"Results show that ASD has a preclinical phase when detecting it may be difficult," explains Rebecca Landa, director of the Kennedy Krieger Institute's Center for Autism and Related Disorders and the study's lead author. "In some children with ASD, early signs of developmental disruption may not be ASD-specific.

"Routinely administering general developmental screeners, such as the Ages and Stages Questionnaire, should begin in infancy, complemented by ASD-specific screeners by 14 months," suggests Landa. "Screening should be repeated through early childhood. If concerning signs of delay associated with ASD are observed in a child who scores normally on standardized tests, further assessment is warranted."

WASHINGTON (AP) ? Just about everybody agrees Washington is a gridlocked mess. But who's the man to fix it? After two years of brawling and brinkmanship between President Barack Obama and congressional Republicans, more voters trust Mitt Romney to break the stalemate, an Associated Press-GfK poll shows.

Romney's message ? a vote for Obama is a vote for more gridlock ? seems to be getting through. Almost half of likely voters, 47 percent, think the Republican challenger would be better at ending the logjam, compared with 37 percent for Obama.

With the race charging into its final week, Romney is pushing that idea. He increasingly portrays himself as a get-things-done, work-with-everybody pragmatist, in hopes of convincing independent voters that he can overcome Washington's bitter partisanship. The AP-GfK poll shows the race in a virtual dead heat, with Romney at 47 percent to Obama's 45 percent, a difference within the margin of sampling error.

At a rally Wednesday in Coral Gables, Fla., Romney recounted how he worked with the Democratic-led Legislature as governor of Massachusetts and insisted he would find common ground with Democrats in Washington, too: "We can't change course in America if we keep attacking each other. We've got to come together and get America on track again."

Obama made his own show of bipartisanship Wednesday, touring superstorm Sandy devastation alongside Republican Gov. Chris Christie in New Jersey. A major Romney supporter, Christie has been praising Obama's "outstanding" response to the natural disaster.

Obama counters the Washington gridlock question by predicting that Republican lawmakers focused on opposing his re-election will become more cooperative once he wins a second term and becomes ineligible to run again. Referring to the top Republicans in Congress, Obama joked he would "wash John Boehner's car" or "walk Mitch McConnell's dog" to help get a federal deficit-cutting deal.

Obama also argues that Romney is more conservative these days than when he was elected governor and will find his newer ideas don't go down easily with Senate Democrats. For example, Romney, who worked with legislators to pass a health care overhaul in Massachusetts, has vowed to repeal the Democrats' similar national health care law.

In the AP-GfK poll, about 1 out of 6 likely voters didn't take a side on the gridlock issue: 6 percent weren't sure who would do a better job at getting Washington moving and 10 percent didn't trust either man to break the impasse among congressional partisans.

"They all need to be taken by the ear by a grandma," voter Margaret Delaney, 65, said in frustration.

She lives in Janesville, Wis., the hometown of Republican vice presidential nominee Paul Ryan, and she's leaning toward voting for the GOP ticket. But when it comes to ending gridlock, Delaney thinks it may not matter whether Romney or Obama is president.

"I'm not sure either of them can do it," she said.

A political standoff last year came close to forcing the government to default on its bills and led Standard & Poor's to downgrade the United States' credit rating. Over the past two years, a Congress split between Republican and Democratic leadership posted one of the least productive sessions in history.

When lawmakers return after Election Day for a lame-duck session, they need to work together with Obama to solve some festering troubles, including the "fiscal cliff" ? a looming combination of higher taxes and spending cuts that could trigger another recession if Congress doesn't find a resolution.

If re-elected, Obama will almost certainly face another two years or more of divided government. Polling in the states suggests Republicans are likely to keep the control of the U.S. House that they won in 2010. And tea partyers who stymied efforts to reach a deficit-reduction deal seem certain to remain a substantial presence.

There's a good chance that a President Romney would face a split Congress, as well. Democrats appear to have an edge in holding onto their Senate majority, especially if the presidential race remains close. At least a dozen of the 33 Senate races remain competitive, making the overall outcome tough to predict.

Obama also likes to remind Democrats and like-minded independent voters that he serves as a check on congressional Republicans. The president suggests Romney would be unwilling to stand up to "the more extreme parts of his party."

Leigh Westholm of Pensacola, Fla., said that's why she supports Obama's re-election even though she doesn't think he will be able to make peace with House Republicans.

"It takes two to tango and he has tried and tried for four years," Westholm said. "It might be better for Romney, but I don't agree with his views."

But Romney supporter Gary Bivins, a 57-year-old West Chester, Ohio, retiree volunteering in his first presidential campaign, says don't blame Congress.

A president needs the ability to lead, he said, and "I think Obama has shown no skill in that area."

The Associated Press-GfK Poll was conducted Oct. 19-23 by GfK Roper Public Affairs and Corporate Communications. It involved landline and cellphone interviews with 1,186 adults nationwide, including 839 likely voters. Results for the full sample have a margin of sampling error of plus or minus 3.5 percentage points, for likely voters it is 4.2 points.

Sandy likely to shut at least two New Jersey nuclear reactors

(Reuters) - At least two major New Jersey nuclear power plants are likely to shut on Monday as Hurricane Sandy makes landfall as a Category 1 storm and more plants could reduce power as the storm triggers precautionary safety measures.

In Connecticut, Dominion Resources Inc already reduced the output of its Millstone 3 reactor from full power to about 75 percent as a precaution due to high water levels caused by Sandy, the U.S. Nuclear Regulatory Commission (NRC) said.

Sandy, centered over the Atlantic Ocean about 175 miles southeast of New York City, was expected to hit near Delaware and south New Jersey later Monday as a Category 1 hurricane with winds of up to 90 miles per hour.

The nuclear reactors in Sandy's current path include units at Public Service Enterprise Group Inc's 2,332-megawatt (MW) Salem and 1,161-MW Hope Creek plants in New Jersey, which were likely to bear the brunt of the storm before it moves inland. Those PSEG reactors combined account for about 19 percent of the state's total electric capacity, although New Jersey also draws supplies from the whole Pennsylvania, New Jersey, Maryland (PJM) power region.

PJM is the biggest power grid in the United States serving more than 60 million people in 13 U.S. Mid-Atlantic and Midwest states and the District of Columbia.

Electricity traders said if Sandy continues on her expected path it was likely PSEG would have to shut the Salem and Hope Creek reactors later Monday, but they were mixed on whether the storm's winds would still be strong enough to force the shutdown of reactors in Pennsylvania and Maryland.

PSEG spokesman Joe Delmar said the company would take the Salem and Hope Creek reactors offline if wind speeds reach greater than 74 miles per hour onsite for more than 15 minutes or the river water level reaches 100 feet. Sandy's maximum winds were at 90 mph earlier on Monday.

The mean river water level at the Salem-Hope Creek site was 89 feet and the site grade was about 102 feet. The highest river level ever recorded was 97.5 feet, Delmar said.

But Sandy was expected to lose some punch as she moves over Pennsylvania and Maryland, crossing near Constellation Nuclear Energy Group's 1,705-MW Calvert Cliffs nuclear plant in Maryland, Exelon Corp's 2,244-MW Peach Bottom, 805-MW Three Mile Island and 2,264-MW Limerick in Pennsylvania, and PPL Corp's 2,450-MW Susquehanna in Pennsylvania.

All U.S. reactors have procedures that require operators to shut the units when hurricane-force winds reach their sites or when floodwaters reach certain levels.

Nuclear power represents about 18 percent of the generating capacity in the U.S. Mid-Atlantic region. One megawatt powers about 1,000 homes.

A few reactors in the area were already shut for refueling or other maintenance, including Exelon's Oyster Creek in New Jersey, PSEG's Salem 2 in New Jersey, PPL's Susquehanna in Pennsylvania and Dominion's Millstone 2 in Connecticut.

Both Salem Unit 1 and Hope Creek were at full power Monday morning and the refueling work on Salem Unit 2 was suspended by 6 p.m. EDT Sunday, Delmar said.

WIND AND FLOOD WATER

Delmar said only essential personnel were required to report to the Salem and Hope Creek site on Monday.

He said PSEG was in Phase 2 of its severe weather plan.

Phase 1 included inspecting, removing and securing objects outside that could become airborne and putting emergency equipment and supplies in place.

Phase 2 of the plan includes visual inspections of equipment, verifying weather tight doors, checking on emergency diesel availability, and ensuring water intakes are prepared for severe weather.

Power companies from North Carolina to Maine have been preparing for Sandy for days and urged customers to be ready for the possibility of days without electricity. More than 700,000 homes and businesses were already without power Monday afternoon.

The Long Island Power Authority, which serves 1.1 million people on Long Island, New York, and others said outages could last as long as seven to 10 days.

IRENE ALSO SHUT NUCLEAR PLANTS

The last big storm to hit the U.S. East Coast was Hurricane Irene in 2011, which made landfall in the Outer Banks in North Carolina as a Category 1 storm. Irene caused billions in property damage as it ran up the coast from Carolinas to Maine.

Irene left more than eight million homes and businesses without power, some for a week or more in the hardest hit areas. It forced many power plants to shut, including at least two reactors, at Oyster Creek in New Jersey and Calvert Cliffs in Maryland.

Several other reactors had to reduce power primarily due to debris in their cooling water intakes and other reasons, like Duke Energy Corp's Brunswick in North Carolina, Dominion's Millstone in Connecticut and PSEG's Salem in New Jersey.

The biggest utilities in Sandy's path include units of Duke, Exelon, FirstEnergy Corp, National Grid Plc, Consolidated Edison Inc, Northeast Utilities, Dominion, PSEG, PPL, Pepco Holdings Inc and Iberdrola SA.

'Argo'. Ben Affleck, take a bow. A magnificent achievement in pacing and tension, bringing an unbelievable true story to life.There's a line towards the beginning, when they're trying to sell The Hollywood Option, that goes something like, "And everybody knows they'd shoot in Stalingrad with Pol Pot directing if it would sell tickets." This cynical undercurrent that still permeates through Hollywood today, arguably more so, grounds this film in a believability that would be hard to artificially create solely for this film. It's one of the many cheeky shots the film takes, having a go at acting, directing and everything in between. Affleck's camera movements are frenetic and clear all at once, swooping, circling and darting rapidly on occasion, most noticeable in the opening hysteria at the embassy. Affleck doesn't overplay his character, but he nails the emotional moments, and I was totally on board his crazy plan, with his heart very much in the right place. The supporting cast is insane, but Bryan Cranston and Alan Arkin shine the brightest, getting the killer lines written by Chris Terrio.I loved 'Gone Baby Gone' and 'The Town'. It gives me great pleasure to see Affleck stretching out from his familiar Boston, making something completely different, and getting it so right.

Academy Autos to be Featured at SF International Auto Show, Nov ...

ledeThe San Francisco Chronicle/SFGate.com Annual International Auto Show, running Nov. 22?26 at Moscone Center, will feature one of the largest displays of classic cars in the show?s 55-year history. Among them will be cars selected from the Academy of Art University Automobile Museum by Tom Matano, director of the university?s School of Industrial Design.

Matano, a designer at Mazda for 20 years before joining the faculty at the Academy, has assembled a selection of 30-plus autos from the 1930s?1950s that represent the elegance, style, craftsmanship, technology and innovative spirit of the era.

secondThe university?s auto collection, used for reference by Industrial Design students and open by appointment for public tours, is housed in a museum on Van Ness Avenue in San Francisco. The cars were collected by Richard A. Stephens, son of the late Richard S. Stevens, who founded the University in 1929 and served as its president until 1951. Richard A. Stephens served as president until 1992, when he was succeeded by his daughter, Elisa Stephens.

South Africa: ANC rewarms apartheid-era court bill that will silence ...

Rural people travelled hundreds of kilometres to voice their objections at South Africa?s parliament about a new bill that threatens to impose a separate and unequal legal system on them ? just to hear that their submissions are being blocked.

The Traditional Courts Bill uses apartheid-era Bantustan jurisdictions to reinstate a legal system that deprives black rural South Africans from citizen?s rights enjoyed by their urban counterparts. Some 22 million people are affected ? almost half of the country?s population.

Women are not usually allowed to speak in traditional courts ? male relatives talk on their behalf

The bill empowers traditional leaders, who are unelected and predominantly male, to act as judicial officers in disputes. Penalties can be imposed that range from banishment to hard labour.

Critics have pointed out that the bill continues a colonial practice that violates the principle of the separation of powers by concentrating executive, legislative and judicial functions in the hands of traditional chiefs.

Chiefs dispense executive governmental functions, including allocating land and access to water. Customary law is understood as ?living law? developed by communities and is therefore not written down. The bill will allow chiefs inordinate say when applying customary law while also appointing them as presiding officers in such legal matters.

Rural women are particularly adversely affected because they are usually not allowed to speak in traditional courts, and therefore cannot defend themselves. Instead of entrenching women?s right to speak this bill exacerbates this situation by allowing others to speak on women?s behalf. In practice these ?others? will be male family members ? frequently the same people who have in interest in depriving a woman of her house or land after her husband?s death.

Traditional leaders have been using their influence in the ruling African National Congress (ANC) to drive the bill. The drafters from the department of justice and constitutional development consulted only traditional leaders in the drafting process, and not those most affected ? rural people.

South Africa?s constitution obliges its parliament to hear the public?s views about legislation. Parliament held public hearings across the country in April and May this year where many rural people resoundingly rejected the bill.

The hearings were flawed, as traditional leaders arrived with large entourages and tried to prevent community members, especially women, from speaking in some cases. There have been suggestions that many rural people were not informed of the hearings while those who attended were frequently misinformed about the implications of the bill.

The public hearings culminated in September in Cape Town, the seat of the South African parliament. Again, rural women and men travelled from far-flung areas to tell the select committee on security and constitutional development how the bill would exacerbate current power abuses by traditional leaders.

The committee received almost 70 written submissions while more than 20 oral submissions were heard over a four-day period. The vast majority of the submissions demanded the scrapping of the bill and the drafting of a completely new bill

However, it emerged on Wednesday (24 October) that the committee has decided to only consider the submissions made by two government departments and the South African Human Rights Commission (SAHRC), a constitutional watchdog body.

The committee chairperson, Tjetha Mofokeng (ANC), told committee members that he had instructed justice department officials to compile a ?working document? for them. On his instruction, the document was limited to summaries of the submissions from the justice department, the department of women, children and people with disabilities and the SAHRC.

Mofokeng, supported by ANC committee members, questioned ?the relevance? of the 60-plus submissions by non-state representatives.

Opposition party parliamentarians objected, pointing out that the overwhelmingly negative response from rural participants has to be taken into account.

Dennis Bloem from the Congress of the People (COPE) argued:

Chair, I want to put it clearly, it will be an insult to all the other organisations that have made inputs here to say that it is not relevant. We have spent taxpayer?s money to have a whole week of public hearings to listen to what the people have said. That is the essence and the reason for having public hearings.

The Alliance for Rural Democracy, a group of 30 civil society organisations including the 50,000 member-strong Rural Women?s Movement, called Mofokeng?s actions ?brazen? and ?deeply insulting?. The alliance called on parliament to clarify its position on the unconstitutional stance taken in the committee, which amounts to silencing citizens? voices.

There may have been no lights, camera, action for many filmmakers in the city if not for the Winnipeg Film Group.

No WFG could have meant no animator Richard Condie, no filmmaker Guy Maddin. Same for director John Paizs.

As well, without the WFG there would be no Cinematheque, so many local films as well as international documentaries would never have been shown here.

"The WFG has evolved significantly since those early days, but the essential spirit that triggered its foundation -- that of creating and building opportunities for independent filmmaking in Manitoba -- is still very much central to the WFG," says the WFG's executive director, Cecilia Araneda.

"The WFG and the film industry still have several important shared objectives, but our commitment now is to the broader community and in engaging the local community widely in the art of cinema.

"I think we're the best-kept secret in Winnipeg."

The WFG was founded in 1974 as a charitable, artist-run organization specializing in promoting the art of cinema locally.

Since then, the WFG has grown to include a theatre, a film production centre, a distribution centre and an editing studio, and films by its members have been shown around the world including Cannes, Berlin and Venice.

Perhaps the most famous alumnus of the WFG is Maddin, whose first film with its help was The Dead Father, a short film released in 1986, and his first feature was Tales from the Gimli Hospital in 1988.

"I still don't ever think of this as a career," Maddin said recently.

"My filmmaking is my avocation. It's what I live to do. But with the WFG, way back in the '80s when we were all gaining momentum together, it was really indispensable to me.

"If not for them, I wouldn't be a filmmaker now -- it's that simple."

Maddin said he joined the WFG so he could use their equipment, which is cheap for members to use, and its facilities.

"Equipment would have been too expensive to rent or buy. I try not to use their equipment now -- I'd rather see a young filmmaker use it -- but every so often I do."

Not only is Maddin still loyal to the WFG, the WFG still helps Maddin. The WFG made four new 35-millimetre prints of Maddin's classic film, Archangel, in 2008. The film, which came out in 1990, won the U.S. National Society of Film Critics' prize for Best Experimental Film of the Year in 1991.

But while the film was honoured two decades ago and is one of Maddin's personal favourites, it hadn't been seen in a theatre for years until the new prints were produced.

Maddin said the WFG also organized screenings of Tales from the Gimli Hospital, with live music, at the National Arts Centre in Ottawa and at New York City's Lincoln Center recently.

"I'm very grateful," he said.

Filmmaker Leon Johnson was there at the beginning of the WFG and was its first co-ordinator during the initial years. He said the idea germinated at the Canadian Film Symposium held at the University of Manitoba in 1974.

"It was about 10 to 12 of us that decided we wanted to stay and live in Winnipeg and work in film," Johnson said recently, just after completing work as part of the crew on the movie Curse of Chucky and starting production on a pilot for the CBC.

"Now there's a lot of pretty good filmmakers and there seems to be more every year."

The first film completed by the fledgling WFG was Rabbit Pie in 1976. Two years later, Alan Pakarnyk's Day Dream was completed and won awards at film festivals in New York and Chicago.

The Cinematheque program, initiated by then-executive director Merit Jensen Carr, began in 1982 at the then-National Film Board theatre on Main Street.

The WFG and Cinematheque moved into its current location, the Artspace Building at 100 Arthur St., in 1986.

Just like Maddin, Johnson admitted "I probably wouldn't be working on a film today if not for the WFG.

"I had been in Montreal and I didn't want to work in advertising and I didn't want to live in a big city. I think we're very fortunate to have it and for it to be here this long."

Araneda said the WFG has gone from receiving a $20,000 grant from the Canada Council to an operation with a budget of more than $1 million per year.

She said the WFG offers aspiring filmmakers training, mentorship, production funding, production and post-production equipment and facilities, and local, national and international distribution.

Araneda said they also have a large climate controlled room that houses past WFG films.

"We have (Paizs') Crime Wave here on 16 mm in English, German, and Italian. We also have Maddin's Archangel on 35 mm."

Monica Lowe, the WFG's distribution director, said there have been 800 movies produced there and they are working on a project to digitize everything.

"People created less when they were using film, but now with digital it is ramping up," she said.

"There were probably 500 created during the first 30 years, and in the last five years about one-third of our collection was made."

Araneda said the WFG's ability to distribute films to their counterparts in other cities helps local filmmakers.

"People can focus on being a filmmaker. We set up everything to enable them to be a filmmaker."

Araneda said the WFG continues to dream for the future. She said it would love to have a new location where it could have two theatres -- large and small -- so a projection booth could hold both old and new technologies for screening films, but also to make it possible to host school groups.

"At some point, we won't have any more room in our projection booth for the new technologies because we still have to show older movies here," she said.

WASHINGTON (AP) ? The Smithsonian is launching a new initiative to study coastal waters and create the first global network monitoring climate change and human impacts on ocean life with a $10 million gift.

Los Angeles hedge fund manager Michael Tennenbaum is announcing the donation Thursday. He says long-term data is needed to raise the level of dialogue about climate change and biodiversity.

The project will begin with five marine observatories, studying plants and animals in the Chesapeake Bay, Fort Pierce, Fla., and sites in Belize and Panama. The Smithsonian plans to add 10 more stations within a decade, using federal money, partners and fundraising.

Smithsonian Secretary Wayne Clough says coastal ecosystems are highly affected by humans. He says the Smithsonian will foster long-term study, while universities and others depend on short-term grants.

Futuristic highway glows in the dark, reports the weather

Road trips in the not-too-distant future will take on a psychedelic hue with glow-in-dark lane markers that eliminate the need for overhead lighting and dynamic paint that brightens when the temperature drops below freezing and icy conditions prevail.

The glow-in-the-dark roads are treated with a special ?foto-luminising powder? that is charged up during the day and illuminates the contours of the road and lane markers at night for up to 10 hours, according to Dutch designer and innovator Daan Roosegaarde and Heijmans Infrastructure.?

Dynamic paint responds to changes in temperature. A pattern of snowflakes, for example, appears when it is cold and slippery. The concept should help drivers take note of changing weather conditions as they head over a mountain pass.

The glow-in-the-dark road and dynamic paint concepts will be realized next year in the Netherlands. Other innovations to debut in the coming years include an induction priority lane that will charge electric cars as they drive, presumably via induction coils that are powered by wind.

Now, put robot in charge of the driving and the future will be now.
